"No artificial fragrance" is not the same as "no fragrance," and rose oil is a natural fragrance material with known allergens. "Hypoallergenic" is an unregulated word that anyone can print.
The base itself is rich and moisturizing, with shea butter, glycerin, hyaluronic acid and bisabolol. Urea at 8% is a legitimate humectant. But a well-studied urea cream or a plain ceramide cream does the same job without the fragrance risk or the unverified claims.
